From towns like Brookline, Massachusetts to multi-country regions like the European Union, people around the world are experimenting with different policies to fight the pollution that causes global warming.

In the US, talk has recently turned to a carbon tax, a policy of putting the societal costs of burning fossil fuels into their market price. It's not a new idea though. Do you know which country was the first to introduce a carbon tax in 1990?
